Recognising Service in Public Office
Public office is sustained not only by formal decisions made in chambers, but by the character and energy of those entrusted with leadership roles. Since November 2022, Councillor Josh Cotter has devotedly served as Deputy Mayor of Campbelltown.
It is appropriate to pause and acknowledge the contribution he has made in that role. Leadership in local government requires visibility, responsiveness and a willingness to engage with people where they are. Councillor Cotter has embraced those responsibilities with sincerity.
A Grassroots Approach to Engagement
Cr Cotter is widely recognised for his grassroots style of community engagement and advocacy. It has not been uncommon to see him at events with his family, connecting genuinely with residents across our city.
Whether attending youth forums, where we engaged directly with young people and service providers about the issues that matter most to them, or participating in community celebrations, he has brought a sense of energy and approachability to the role.

That style is not incidental. It reflects an understanding that trust in local government is strengthened when elected representatives are present, accessible and prepared to listen.
Representing the City with Commitment
The Deputy Mayor plays an important civic function, often representing the Mayor at official engagements. During his tenure, Cr Cotter has undertaken that responsibility with diligence.
He has represented me at events such as the Police Officer of the Year Awards, school graduation ceremonies and a diverse range of community gatherings and celebrations. In doing so, he has carried the office with respect for its traditions while bringing his own authenticity to each occasion.
Such representation may appear ceremonial, yet it is meaningful. It affirms the Council’s recognition of service, achievement and community spirit. It signals that the city values the contributions of its residents and institutions.
Championing Young People
One of the defining features of Cr Cotter’s contribution has been his focus on young people. As Chair of our Youth Committee, he has consistently supported initiatives that respond to the current and future needs of young residents.
In a growing city such as ours, youth engagement is not optional. It is essential to building long term resilience and opportunity. I am reminded that effective youth policy begins with listening. Through forums, discussions and program support, Cr Cotter has sought to ensure that young voices are heard within our decision making processes.
His advocacy in this space aligns with a broader commitment to social infrastructure and inclusion, themes that continue to shape our strategic direction.
Community Leadership Beyond the Chamber
Local leadership extends beyond formal meetings. Councillor Cotter is involved with a range of local groups, charities and volunteer organisations. This broader community participation strengthens the relationship between Council and the diverse networks that sustain civic life.

Reflection
Serving as Deputy Mayor is both an honour and a responsibility. It requires energy, adaptability and a clear commitment to community. I thank Councillor Josh Cotter for fulfilling the role with enthusiasm and dedication, and for consistently placing the interests of Campbelltown at the forefront of his work.
