Dr George Greiss is a Sydney town planner who explains how NSW planning decisions actually get made. He holds a PhD in Social Science (Urban Planning), practises across NSW councils, and spent sixteen years in local government (2008–2024), including as Mayor of Campbelltown.

What Dr Greiss comments on

  • Housing reform — Low and Mid-Rise Housing, Transport Oriented Development, housing targets, and why communities resist density (the subject of his doctoral research).
  • Planning controls — what LEPs, DCPs and State policies actually allow, and where they conflict.
  • Assessment timeframes — council performance, the State's expectations of councils, and what drives delay.
  • State and local planning — reforms to the planning system, planning panels, and the balance between state and local control.

Dr Greiss does not comment on matters he is professionally engaged in, or on party politics.

Bio for publication

Dr George Greiss was Mayor of Campbelltown from 2022 to 2024 and served 16 years on council. He holds a PhD in urban planning from Western Sydney University and is Director of Greiss Planning, a town planning consultancy working across NSW.

Long bio

Dr George Greiss is a town planner and principal of Greiss Planning, a Sydney-based consultancy advising developers, architects, builders and project managers on planning feasibility, development applications, modifications, rezoning and planning appeals across NSW.

His doctoral research at Western Sydney University examined why higher-density housing has struggled to become a mainstream choice in Sydney, and how community resistance shapes planning decisions — questions now at the centre of the State's housing reforms. He holds a PhD in Social Science (Urban Planning) and is an Adjunct Associate Professor at Western Sydney University. He has published on NIMBYism and housing growth, representation in NSW local government, and local government finance.

Before establishing his practice, he served sixteen years on Campbelltown City Council (2008–2024), including as Mayor from 2022 to 2024, chaired the Western Parkland City Mayors Forum, and was a board director of Local Government NSW. That experience gives him a practical understanding of how councils assess, negotiate and decide on development, and of the pressures they face from residents and the State.

His commentary focuses on how planning policy works in practice: what reforms change on the ground, where they meet resistance, and what makes higher-density housing workable for the people who live in it. He is a Full Member of the Planning Institute of Australia.
